Obtaining a building permit
Obtaining a building permit is often the first major bureaucratic hurdle, as it is a lengthy process that requires a great deal of effort in obtaining the required documentation. 1. The procedure starts with the application for a building permit at the administrative unit where your house will be located. The application must be accompanied by:
- The documentation for obtaining the building permit ('DGD'), which must include a technical report with a description of the construction, location and graphic illustrations and descriptions determining the location, design, functional and technical characteristics of the intended construction.

2. The administrative authority examines and verifies the adequacy of the submitted application (it contains all the listed annexes and the ownership is proven).
3. In case of any ambiguities in the project or any necessary supplements to the documentation, the applicant is invited to complete the documentation.
4. Once the application is complete, the administrative authority decides who the notice parties are. When we have the signatures of the notice parties, the administrative procedure continues.
5. You then receive a decision from the municipality on the amount of the public utilities charge, which you must pay, and you also must pay the administrative fee for the building permit procedure.
The time limit for issuing a decision on the building permit application is 60 days from the submission of a complete building permit application. However, where coordination with the opinion givers is necessary, the time limit for issuing a decision is 90 days from the date of submission of the complete application. In practice, experience has shown that the length of the procedure depends on the administrative official and the administrative unit and the number of applications they have pending.
6. Once the procedure is complete and all the obligations have been paid, the administrative authority issues your building permit.
7. All parties and notice parties to the procedure are notified of the permit and can appeal within 8 days of receipt of the notice of the building permit.
8. If no appeal is lodged after 8 days, the building permit becomes final.
